Brothers and Sisters,
Yesterday we came to an agreement in principle with CP and today we have signed a memorandum of settlement, subject to a ratification vote of the membership.
Your negotiating team comprised of VP Ross Terry, Director Gary Doherty, Local Chair Lodge 211 Wade Phillips and myself are more than satisfied with this settlement. Especially considering that it was achieved following two (2) other bargaining units this year signing for 6% over three year deals and in the middle of a recession. I believe that we far exceeded all expectations.
A general overview of some of the highlights of the TCRCMWED/ CP agreement are:
- 9% over three years ( 6% in wages and 3% in lump sum payout), with 3% retroactive to January 1, 2010.
- $1.20 added to hourly rate for positions required to operate air brake vehicles on service areas.
- Changes to section 10 which will allow for the removal of supervisors from our seniority lists.
- A prescription card, as well as improvements to benefits.
- 15.5% increase in pay for all hours worked, if on an 8/6 or 7/7 work cycle.
- For regional work there is a greatly enhanced mileage allowance (roughly a 33% increase) and a weekly 'above and beyond' premium payment ($76.00).
- Significant personal expense improvements, as well as weekend travel increases.
- Goalshare with stretch targets, which is pro rated so as not to be triggered by company's full financial target being achieved.
- Improvements to section 17 for dealing with harassment and discrimination issues.
- Increase to boot and clothing allowances, as well as inclusion in the C/A,
plus many more work rule and other improvements.
Also, one of the greatest concerns of our membership was the pattern being signed by the other Unions requiring a six (6) month irrevocable notice to retire. We stated from the start that we would not sign an agreement that would limit your ability to retire at YOUR discretion, once you achieve the years of service. We did not waver from this commitment and the company dropped that demand (along with almost all of their other ones).
I will be putting together a comprehensive explanation of all that was achieved which we will send out with the ballots for ratification. We're hoping to have these prepared and in the mail over the next few weeks.
You asked us to stay away from a strike unless absolutely necessary and also to get you the best deal we possibly could. We succeeded on both counts. Though the threat of a job action was always present, we were clear to the company that we were willing to deal if they were. We also made it clear that we are not concessionary bargainers. We move forward, not backwards. As you will soon see, this contract does exactly that.
